The Baths is a very busy place, with hazards to large boats, small boats, dinghy, swimmers, climbers. If winds come from a certain direction, it can be very rough, currents can pull you away, inexperienced sailors given large boats by certain charter companies manage to collide every year while racing for the last mooring ball, people fall off the rocks and break bones, etc. Several injuries per year take place there, and each year it is more crowded.
Someone saw fit to protect your safety and you are complaining for not getting what you paid for. Don't go to the Caribbean, there are no guarantees, you can't get your money back, there is no schedule, and things don't always happen exactly the way Americans expect them to. That's the charm. Don't try to make it into what you have at home!
