I have never "boogie boarded" on the eastern shore of Cozumel but I have been there a number of times.
The water "can be" very rough and is certainly more rough than the western coast where all of the hotels are located.
Yes there are rip tides that sweep the shore. Most of the east coast is rougher and rockier. It's fairly deserted with only a few beach bars. It's a great place to watch the sun rise if you're an early bird.
Depending on conditions people do go in the water and I have heard people do surf in the area when conditions are good.
If you decide to go use common sense and check out the water/tides first. I would ask some locals as well. If you are going with someone else simply take turns boarding incase someone get into trouble and can come help.
