I have been to the Playa del Carmen area 9 times and have never seen a woman completely nude.
However, this is Mexico people. Topless sun bathing is allowed here (on the beaches) and is quite common. Almost ALL hotels do not allow topless sunbathing in the pool areas.
If you take a walk up and down the long stretches of beach in Playa you will see dozens of topless women sunbathers. Probably not as many at some of the All Inclusive resorts that are farther from town, becuase there are usually fewer Europeans at AI's.
Patti...if you are offended at seeing topless women sunbathers, don't go to Mexico...? You are leaving the United States and going to a country that has a different cultural view of nudity. To them and mostly Europeans and even many North Americans it's no big deal. If this is still a concern for you I might suggest visiting a Caribbean country like the Cayman Islands where topless sunbathing is not allowed (against the law). Remember you have a choice of where you want to visit. So if your "praying" that there will be no topless women on the beach, just in June of this year, I think your setting yourself up for a dissapointment. If your lucky, maybe the topless women will be at the far end of the beach...?
FYI...Most of the islands, outside of Mexico, that were settled by the French and Spanish are "topless" islands. Most of the islands settled by the British are not "topless" friendly.
Also, I am aware of only one resort in the Mayan Riviera area where full nudity might be allowed...it's the 'Caribbean Reef Club' which is an adults only resort between Cancun and Playa. So for those who truly don't want any tan lines this is your place.
