Yes your wife may go topless on the beaches in Playa del Carmen - though only on the beach. Most resorts will not allow patrons to sunbath topless around the pools or the resort - unless it's one of the adults only resorts where this is permitted.

Besides the 2 adult only resorts listed...desires and hideaway...do the other large inclusive resorts along the area there allow topless around their pool area?

Nope...as far as I know no topless sunbathing is allowed around the pool or resort areas of any resort except for the adults only resorts mentioned.

On the beach topless is fine.
