I assume you are refering to the Aventura south of Cancun.

Topless yes...but on the beach only. Not in the pool area or other parts of the resort.

In Mexico all beaches are public and topless sunbathing is common practice.

There is no beach there but a manmade one by a lagoon and when I was there, no one was topless, except a women that was drunk by the pool bar. It is an adult only resort though so I guess if you go topless by the lagoon you won't get that many stares.
